What Happens When a Nicotine or Vape Shipment Is Delayed or Held?

When a nicotine, tobacco-related or e-cigarette shipment is delayed or held, first identify who issued the hold, the exact reason and the response deadline. FASTEX CARGO then coordinates the shipper, carrier, customs broker and destination partner around one written action list.

By Victor, International Logistics Consultant at FASTEX CARGO. Updated 24 August 2026.

Five-step exception workflow

1. Record the event. Capture the shipment reference, location, time, party issuing the notice and the original wording of the request.
2. Classify the issue. Common categories include document mismatch, carrier acceptance, customs information request, inspection, missed connection or delivery appointment.
3. Assign the owner. Identify whether the shipper, carrier, broker, warehouse or consignee must provide the next action.
4. Respond with controlled documents. Send only the requested, verified information and keep versions consistent.
5. Track the next milestone. Record the response time, next review point and any revised transport or delivery plan.

Information customers should provide

• FASTEX CARGO shipment or booking reference.
• Commercial invoice and packing list versions used for the shipment.
• The full notice from the carrier, broker or authority.
• Product, formulation and battery information relevant to the question.
• The consignee contact who can respond to destination requests.

For air shipments, IATA notes that operator variations can add requirements beyond the general DGR provisions. For sea shipments, the current IMO IMDG Code and the carrier’s acceptance conditions should be checked.

“An exception is managed best when the question, document owner and next deadline are written down. Speed without accurate information usually creates a second delay.” — Victor, International Logistics Consultant, FASTEX CARGO

Frequently asked questions

Can every customs hold be cleared by the freight forwarder?
No. Some questions must be answered by the importer, manufacturer, licence holder or another responsible party. FASTEX CARGO coordinates logistics information but does not replace a regulator or legal adviser.

Does a delay mean the product is prohibited?
Not necessarily. A hold may relate to missing information, inspection, carrier acceptance, capacity or an operational connection. The original notice should be reviewed before drawing a conclusion.

How can customers reduce preventable delays?
Provide accurate product data early, keep all documents consistent, confirm destination admissibility and obtain carrier acceptance before pickup.
